Inspection required to trade in leased car

My Honda lease expires July 4, 2012..thankfully.
I have been receiving two phone calls a day from their inspection company SGS for over a month now. Some with messages, some are just hang ups. I finally called them today to set an appointment for the inspection.
My problem is that Honda Finance requires an inspection even if you are going to trade the car in. I called Honda and asked why it is necessary, as the dealer does not care about an inspection. I was given a stock answer by a snotty representative that the dealer wants to know what condition the car is in. I was a finance manager in a car dealership for over 20 years and know that is not the true reason. The only reason Honda Finance would require an inspection on the car when it's being traded in is to make money on excess mileage or damage or excess wear and tear. So, if your car has excess mileage, etc. beware! Not only will your car be worth less when trading it in, you are going to get billed by Honda Financial.
Honda Financial should not be allowed to inspect a leased car that is going to be traded in to another dealer. They are not getting the car back to dispose of, it is being traded and they will have no further interest in the car. It is simply a way for them to make money off of it.
Also, if you are more than 10 days late Honda Finance will call up to 5 times a day with hang up calls, no message. They are rude and annoying and unfair in their policies.
I am not trading the car, I am returning it, but found this practice to be wrong and it should be illegal.
