Thanks for the reply, I am researching this to help a friend of mine who lives in Minnesota. He told me that he has already paid some fees, therefore I would assume they are requiring up front fees. However I will find out for certain. He understands that they are going to charge a substantial fee, but they guarantee that they can improve his situation significantly or he will get his money back.
